Como se suele decir: CONFINTEA VI está a la vuelta de la esquina. Lo cual significa que tenemos que estar preparados/as.

En los últimos meses, el ICAE, NIACE y DVV Internacional han hecho un gran esfuerzo por sacar una edición especial de convergencia sobre el tema de la  CONFINTEA. Este trabajo acaba de terminar. Adjuntamos la versión electrónica de esta edición especial de Convergencia que fue a imprenta esta semana.

Nos aseguraremos de contar con la mayor cantidad de copias posibles para que estén disponibles en cada una de las cinco regionales de CONFINTEA, y por supuesto en Brasil.

Sin embargo, ahora es el momento de hacer uso de los materiales en todas las conferencias, talleres y debates a nivel local, nacional, regional o global. Es por ello que le pedimos que comparta esta versión electrónica con colegas y organizaciones que conozcan y que piensen deben contar con este material. Al mismo tiempo invitamos a que lo cuelguen en sus sitios web para que muchas más personas puedan tener acceso a este material.

 

Quiero dar las gracias a todas las personas que hicieron esto posible: en primer lugar a los y las autores/as, redactores/as, editores/as, traductoras, colaboradores/as, etc. y otras personas que se sumen al proceso de ahora en adelante.

Comme on dit généralement : CONFINTEA VI est autour du coin. Ce qui signifie que nous devons être préparés. Dans les derniers mois, l'ICAE, NIACE et DVV International ont fait un grand effort pour sortir une édition spéciale de convergence sur le sujet de le CONFINTEA. Ce travail vient de terminer. Nous joignons la version électronique de cette édition spéciale de Convergence qui est allée à presse

cette semaine.

Nous nous assurerons de disposer la plus grande quantité de copies possibles pour qu'ils soient disponibles dans chacune des cinq conferences régionales de CONFINTEA, et évidemment au Brésil.

Toutefois, c'est maintenant le moment de faire usage des matériels dans toutes les conférences, ateliers et débats au niveau local, national, régional ou global. Il est pour cela que nous lui demandons de partager cette version électronique avec des collègues et des organisations que vous connaissez et que vous pensez doivent disposer ce matériel. En même temps nous invitons à lui accrocher dans votre webs pour que beaucoup de personnes puissent avoir accès à ce matériel.

National Report on the Development and State of the Art of Adult Learning and Education (ALE)

Informe nacional del Reino Unido para CONFINTEA VI

Adjunto podrán encontrar el inform nacional del Reino Unido para CONFINTEA VI con la aprobación ministerial de Bill Rammell. El informe ha sido enviado al Instituto de Aprendizaje a lo Largo de toda la Vida de la UNESCO y

3.- The National Report on Adult Education / El Salvador - Colombia

The national report on adult education in El Salvador was prepared and presented by the Ministry of Education – MINED. It does not include a list of other organisations that participated so it does not seem to have been a report prepared in a consultative way with other organisations. It presents quite a lot of statistical information and a list of governmental and non-governmental organisations that support the programme. Among those not listed are Concertación Educativa, INFORP ­Institute from the Nacional University of El Salvador that trains educators at all levels. Others not mentioned are all the organisations that work in human rights, economic, social and cultural rights of the peoples, values, etc. in particular the Office for the Defence of Human Rights –PPDH- that emerged as a result of the peace agreements in 1992, and also not included are the organisations working in education and gender, or ecology. There is no gender disaggregated information and the programmes refer to youth and adults. These programmes do not show the commitment to implement adult education with a broader concept, they do not use an inclusive language and they do not present work in relation to lifelong learning.
 
There is a priority commitment to prepare the population to work in the maquilas and therefore the need to train the population up to secondary level, not tertiary education, and if possible, that people know English for this purpose. This is part of the development project and the plan for the nation for 2021 instead of the Millennium Development Goals – MDGs. Therefore there is no real focus on the education of women and girls.
 
The report doe not mention the results and recommendation of the various report on the human development index prepared every two years by the UNDP, which has always shown the problem of the growing poverty and its relation to violence, lack of equity in general and of gender equity in particular; about the quality of life and the environment; and lately about the lack of dignified and decent work in general for all the population and in particular for women and youth. This report linked the lack of opportunities for this type of employment with the lack of education, the low public investment for education – the state spends more in keeping people in prison than in formal education – and to gender inequality. It says that the situation of the Salvadorian women is hard, because the majority survive with underemployment and must work up to six times more than men.
 
Youth and adult education is more oriented towards formal education, including vocational training, than towards quality of life. It is not taken as a basis for personal development. In spite of the high levels of violence in the country, which is considered the most violent one in the Americas, education focuses neither on transformation and conflict resolution nor on intra-family violence, domestic violence or gender violence. And in spite also of the fact that the country has one of the highest percentages in the continent of teenage pregnancy, of single mothers, of fathers not taking on their parental responsibilities, of children without rights, of alcoholism, educational programmes do not include these aspects so as to promote changes in these situations.
 
There is an important number of NGOs working on educational tasks in general, focusing on the issues mentioned above and others that I did not include. Nevertheless, part of the problem is that much of the work is done in the urban centres, mainly in the capital city, leaving aside the rural areas. There is no cooperation and association and the MDGs, the peace agreements, the UNDP reports and climate change are not taken as basis for the work.
 
Currently the strongest political party in the opposition has produced and promotes the use of a citizen social watch manual which requires basic training and it can be of great help for citizenship education. They want to promote it so that the congress of the nation accepts it and it can be utilised in all municipalities at the national level.
 
Other efforts, as those in relation to mitigation and prevention of natural disasters, solidarity economy, food sovereignty and food security, adaptation and implementation of climate change, International Criminal Court and a Peace culture in general are very important and must be recognised for their value.

The National Report / COLOMBIA

In Colombia we have started to mobilise around the issue. It has been impossible to communicate with the Minister Cecilia Maria Velez White. This year we sent her three letters and she has delegated on other staff at the Ministry but without any commitment. The group that coordinates the preparation of CONFINTEA VI is growing, we are preparing for the first week of September a meeting of adult education experiences, it will be small as we do not have funding. We have distributed the national report to several networks and groups and we hope that we will be able to prepare a report of civil society, as it is almost impossible to coordinate and have a dialogue with the Ministry. For next year we plan to organise an academic event around adult education. There seems to be good reception.
We are also preparing the comments to the official document and we will be sending it to you.

I think it will be sent this weekend.

4.- ICAE MEMBER WINS INTERNATIONAL LITERACY PRIZE 2008

UNESCO Literacy Prize winners for 2008 are announced

Paris, 30 July - Literacy projects in Brazil, Ethiopia, South Africa and Zambia have won the four UNESCO International Literacy Prizes* this year. The laureates were proclaimed by the Director-General of UNESCO, Koïchiro Matsuura, on the recommendation of an international jury. A programme in Morocco and another from the British Broadcasting Corporation received an Honourable Mention.

The UNESCO International Reading Association Literacy Prize is awarded to the Curitiba City Council’s programme “Alfabetizando com saude” (Brazil). This programme stands out for its success over the years and the genuine collaboration with and between the Health and Education Municipal bodies of the City of Curitiba.

            The UNESCO King Sejong Literacy Prize goes to the People’s Action Forum programme “Reflect and HIV/AIDS” (Zambia). Recognizing the potential of women’s literacy in the prevention and treatment of diseases, particularly HIV and AIDS, the “Reflect and HIV/AIDS” programme is remarkable for its innovative cultural programmes in mother tongue languages used to reach rural women.

             One of the two UNESCO Confucius Prizes for Literacy is attributed to Operation Upgrade (South Africa), for the “Kwanibela Project”, continuing the Operation’s 40-year history of commitment and change. Its focus on rural women, HIV/AIDS awareness, family nutrition and income, as well as its promising results and innovative elements, provide a true model for other countries.

The other UNESCO Confucius Prize for Literacy is awarded to the Adult and Non-Formal Education Association in Ethiopia (ANFEAE) programme, “Literacy Plus” (Ethiopia), which exceeds simple literacy for rural women. Outstanding in its community-based approach to teaching business, conflict resolution and disease prevention, and for its writing workshops for the newly literate, it provides a model of innovation and self-sustainability.

The Honourable Mention of the UNESCO International Reading Association Literacy Prize is awarded to the Moroccan association Integration for its outstanding work with the visually impaired and blind. Its programme, “Reading Access for the Visually Impaired in Marrakech”, is an exceptional contribution to the efforts of universalizing literacy.

The Honourable Mention of the UNESCO King Sejong Literacy Prize is awarded to the British Broadcasting Corporation Programme “BBC-RAW” (Reading and Writing) for its large-scale broadcasts providing an entertainment-led environment to teach reading and writing. The BBC is commended for taking the responsibility to serve the public interest.

The UNESCO International Literacy Prizes are awarded every year in recognition of excellence and innovation in literacy throughout the world. Complying with the United Nations Literacy Decade (UNLD) thematic calendar, the theme for this year’s Prizes was “Literacy and Health”, with a strong emphasis on epidemics and communicable diseases such as HIV, tuberculosis and malaria.

The award ceremony will take place on 8 September 2008 in Paris (France) on the occasion of the celebration of International Literacy Day.

The US $20,000 King Sejong Literacy Prize was created in 1989 through the generosity of the Government of the Republic of Korea.

Why a global forum?

The World Forum on Lifelong Learning is organized by the World Committee for Lifelong Learning with many partners. The International Honorary Board, chaired by Paul Bellanger (Canada), Chairman of the International Council of Adult Education (ICAE), is made up of international experts and personalities, including Jacques Delors, President of the International Commission of Unesco on educating the twenty-first century.

The objective of this event is to take stock of education and training throughout life, twelve years after the Delors report of April 1996  "Education, the Treasure Within", advances in the systems of education, training and learning throughout life in all its forms, as well as the innovative practices developed in all parts of the world. It will also analyze multiple effects of globalization on education and training throughout life, marry economic efficiency and social ambitions and set up common perspectives.

With whom?
The Forum will host 500 participants. It is aimed at policy makers and all stakeholders in education and training throughout working life, in all countries, to develop education, training and apprenticeships for people at all ages of life: trainers, teachers, researchers, business executives, managers and human resource managers, training managers, representatives of professional bodies, training providers, schools, universities or institutions of higher education associations

How?
The 1st Forum will take place in France, Unesco - Paris, from 28 to 29 October 2008. It will prepare the 2nd Global Forum of October 2009 which will focus on scientific research and innovative practices in education and training throughout life. Then appointments will be scheduled annually to include this thinking in the long term.

The Adult Learner is the Irish journal of adult and community education published by AONTAS. It aims primarily to serve the needs of the adult education community in Ireland by providing a forum for critical reflection on the practices of teaching and learning. The journal has a long established practice of giving priority to subject matter that addresses disadvantage, social exclusion, equality, workplace learning and the study of the teacher/student relationship. Community education, literacy, citizenship and access issues are also of importance in the journal.

 

AONTAS now wishes to invite submissions from its membership, professionals working in the sector or anyone interested in adult and community education for consideration by the Editorial Board of the Adult Learner Journal. WGGWCC08 Announces the 3rd Global Warming and Climate Change International Conference & Exposition. (WGGWCC 08)

 

Dear Fellow Colleagues,

 

On the behalf of the Organizing and Scientific Committees, the Working Group on Global Warming and Climate Change (WGGWCC) announces that the 3rd International Global Warming and Climate Change Conference & Industry Exposition (WGGWCC 08) will be held at the Hyde Park Hotel, London on September 26-30, 2008. We also would like to extend a special invitation to you and all your colleagues to participate in WGGWCC 08 events.

This meeting represents a conference that is dedicated to the exchange of scientific data, governmental assessments, and public policies concerning global climate change, including global warming and extreme climate events. Attendees at the 2008 Conference will be delegates from

around the world, representing academic institutions, the corporate sector, non-governmental organizations, and national, state and local governments. Private and Public participation is highly encouraged.

Scholars who wish to learn of recent developments in global warming and climate change scientific research will be exposed to invited plenary lectures and concurrent sessions followed by open workshop discussions with outstanding speakers and multi-disciplinary scientists. Open discussions are planned to consider the broad implications of global warming and climate change upon oceans, forests, coastal zones, urban settings, terrestrial and aquatic ecosystems, human health, and economic infrastructures at local, national, regional and global scales.

Along with conference lectures and workshops, the Climate Change Industry Exposition at the Hyde Park Hotel will include over 100 booths at which representatives from the transportation, energy, petroleum and bio-fuel industries will present their products and programs to address global climate change. Other corporations, environmental organizations and educational institutions will present information about their products, projects and training opportunities.

WGGWCC will make every effort to involve numerous donors to make it possible to offer access grants to as many participants as possible to enable them to participate in the 3rd Working Group on Global Warming and Climate Change Conference and Industry Exposition (WGGWCC 08).

However, the limited (partial or full) support can only be offered to any delegate or group of delegates who have submitted one or more abstracts to the scientific program and sent a motivation letter

requesting such financial assistance to the WGGWCC 08 Local Organizing Committee. The deadline for submission of the abstracts as well as the motivation letters requesting for financial assistance is 15 September 2008. All requests for access grant will be decided as soon as application is received. All awards will be distributed through the Local Organizing Committee Bank in London, UK. All participants however will be expected to fund raise for their hotel bills in the Hyde Park Hotel, the venue of the WGGWCC 08 events in the UK to qualify for the access grant.
