2.- ICAE new co-chair of the Global Call for Action Against Poverty - GCAP

Last week the International Facilitation Team (IFT) of the GCAP-Global Call for Action Against Poverty endorsed the selection of the new two co-chairs of the Coalition.
ICAE, represented by Ana Agostino, was proposed by the FTF to take on this responsibility and was confirmed by the IFT.

Ana Agostino from ICAE - Feminist Task Froce, from the South and Sylvia Borren from the North will hold these positions till the end of December.
This implies a big responsibility, above all working to ensure that the demand for gender equality as a condition to eradicate poverty becomes a core demand of GCAP and not one that national coalitions can choose to present or not depending on their particular realities.

For ICAE it also represents a possibility to highlight the role that education and lifelong learning play in the struggle for the eradication of poverty.
Ana said that "as ICAE we have worked very hard within the FTF and together we have gone a long way. But every single achievement has to be defended and we cannot take any support for our demands for granted. All our colleagues who represent the FTF in various task forces know very well the need to be alert in terms of language, demands, etc.
We have all worked very hard over these years and the fact that we have now two women as co-chairs is not by chance. I look forward with enthusiasm to our work with Sylvia and at the next 17th of October as a space where the reality of women is highlighted. We do not want only that women are mentioned as the ones who are over-represented in poverty statistics but as the carriers of hope, with knowledge and abilities to change the situations they face. We also do not want GCAP to call for "help for the poor" but a fundamental questioning of the socio-economic model imposed by rich countries to humanity as a whole. We are therefore demanding changes that will affect the lifestyle of consumers who is impacting negatively in other human being and in our common planet.
GCAP is an important global space where we have managed to bring our voices, loud and clear".

SOLIDARITY ACTIONS FACING THE ICA PERU EARTHQUAKE


WE ARE ALL CALLED TO SOLIDARITY

COLLABORATION WITH CARITAS PERU TO ALLEVIATE THE DISASTER EARTHQUAKE ICA
AUGUST 2007

Urgent Solidarity Actions to face the Earthquake Emergency:
An earthquake of great magnitude took place in the Peruvian coast on August 15, 2007 at 18:41 Peruvian time (23:41 GTM). According to the geophysical institutes, it is a 7.9 in the Richter scale. The preliminary reports indicate at least 350 dead, and over 900 injured. At 01.00 today, august 16, a tidal wave and a small tsunami took place in the costal zones, affecting particularly fishermen. 

 

The most damaged coast areas are:
- Cañete: In the Department of Lima: Cerro Azul, San Vicente de Cañete, Imperial Cañete. The situation of interior towns such as Lunahuaná, Zúñiga, Yauyos, is unknown.
- Chincha: Departament of Ica: Chincha Baja, Chincha Alta, Tambo de Mora, Alto Larán. The situation of the mountainous towns bordering Huancavelica is unknown.
- Pisco: Departament of Ica: San Clemente, Pisco Pueblo, Pisco Playa, San Andrés, Paracas. The situation of interior towns is unknown.
- Ica: Departament of Ica: Ciudad de Ica, Guadalupe, San Juán Bautista, Los Molinos, Tinguiña, Tate. The situation of interior towns is unknown.
- Lima: Callao, districts of the costa verde, Barrios Altos: collapse of roofs, floods in La punta Callao, damage of fishing boats. Collapse in the central highway in the San Jerónimo de Surco (Mutucana) zone.


Effects:
Water, electricity and telephone services collapsed. In the above mentioned zones, in the south, from Cañete to Ica, the service has not been reestablished yet. There is no efficient communication.

The Hospitals from Pisco and Ica have collapsed because the buildings collapsed, and the overdemand of the emergency service.
When more information can be gathered, after the rubble is removed, and there is access to isolated places, it is very likely that the number of dead and injured casualties will increase.

The local authorities estimate that 50% of the dwellings in Pisco are destroyed, specially the old constructions made out of adobe and quincha (mud and cane).
The population does not have water to drink, clothes and blankets to keep them warm, food and medicine.
There has been sacking and pillage attempts in some areas. Apparently some police control has been effective.

Immediate Actions:

The Ministry of Health is sending professionals and some medicines to the affected zones. The municipality of Lima is taking its “Solidarity Hospitals” to the affected zones.

The district municipalities are implementing mechanisms to bury the deceased. Low income families are taking the corpses of their relatives to the municipalities demanding support to bury them.

The Catholic Church, through its national services of Social Pastoral, has established that its specialized entity, CARITAS PERU, should coordinate the efforts of the church, good will people and institutions, in order to face the emergency with solidarity. 

When disasters like this occur, the Social Action Episcopal Commission – CEAS cooperates with Caritas Peru in everything that is humanly possible.
CEAS is collaborating with Caritas Peru in solidarity with our brothers and sisters who have been affected by this national disaster.


Under these circumstances, the requested contributions are:

- Warm Clothes: Taking into account that Peru is enduring very cold weather conditions. (blankets, warm clothes in appropriate clean conditions).

- Food: Non perishable. (Canned food that has not expired, packed grains / Rice, noodles, vegetables stews of high energetic value, bottled water).  Cleaning products.


- Money: Caritas needs money to finance the donation transportation. People and institutions are asked to make bank deposits in the specific bank accounts that Caritas Peru will indicate. 

- Volunteers: Caritas Peru requires voluntary support to collaborate in the main Collection and Distribution Centre selecting, classifying and packing the donations to deliver them to the affected areas.  The volunteers are usually people with criteria and who can be trusted. 


CEAS is collaborating with Caritas Peru:
- CEAS has established a Collection and Distribution Centre in its central office of Av. Salaverry 1945 Lince – Lima, Tlf. 471 28 06. Only clothes and non perishable food is received in that Centre. To make the location easier, CEAS has put a banner in the office façade. People and institutions can take their donations there if the office is nearer to them.

- In coordination with parishes and institutions it canalizes the volunteer’s participation in the Collection and Distribution Centre of Caritas Peru to help classifying and packing.

- CEAS will issue a receipt for the reception of contributions.

- CEAS will transport the received contributions to the Collection and Distribution Centre of Caritas Peru.
- Caritas Peru has expertise and reliability in the emergency support system, validated in multiple opportunities as being fast and efficient and relying on the on the Caritas  Diocesans, Caritas Parochial and  local church teams.

The Executive Director reports to the Executive Board and the Board of Trustees and is responsible and accountable to the Board for the overall staff, financial management and control and must be a strategic, regional and global thinker who will steer the objectives and vision of FEMNET with commitment and dedication.

JOB DESCRIPTION

·            Preparation and submission of financial narrative reports to the Executive Board;

·            Coordinating of proposals and implementation of programmes;

·            Resource mobilization;

·            Facilitation and coordination of communication and exchanges between and among members of the Executive Board and the Board of Trustees;

·            Strategic programming with the Executive Board and the Board of Trustees;

·            Ensuring the preparation of budgets and compliance with statutory and regulatory requirements.

QUALIFICATIONS AND EXPERIENCE

·            A woman with ability to lead a multi faced regional organization;

·            A holder of Masters Degree in Social Sciences with a major in relevant disciplines, in particular, gender and development, human rights and management;

·            Have a minimum of 5 years experience in working with a similar network and membership organization with demonstrated interest in African Women’s human rights, gender and development;

·            Strong communication skills both in English and French;

·            A team worker with good interpersonal skills, proven leadership qualities and able to communicate with a diverse internal and external audience;

·            Proficiency in computer applications.

Le Réseau de Développement et de Communication des Femmes Africaines (FEMNET), un organisme régional dont le siège est à Nairobi, Kenya, invite les soumissions de candidatures de la part des individus compétents pour le poste de Directrice Exécutive.

La Directrice Exécutive de FEMNET est à la tête du Secrétariat Régional et elle est responsable devant le Conseil d’Administration de toutes les actions et décisions prises au nom du Réseau. ·          Mise en œuvre des orientations stratégiques conçues avec le Conseil d’Administration et le Comité de Gestion.

3. Qualifications et  Expériences

·          Une femme avec la capacité de gérer  une organisation régionale multi faciales ;

·           Avoir un diplôme de maîtrise en sciences sociales avec une bonne maîtrise dans les domaines appropriés, en particulier, en genre et développement, des droits de l'homme et expérience en gestion ;

·           Avoir un minimum de 5 ans d'expérience avec une organisation semblable de réseau et d'adhésion avec l'intérêt démontré pour les droits de l'homme, le genre et le développement des femmes africaines ;

·          Formation et /ou expérience remarquable en gestion de programmes / projets, notamment en conceptualisation, en développement, en recherche de fonds, en mise en œuvre, en suivi et évaluation dans le cadre des programmes/ projets ;

·          Fortes capacités de communiquer et de travailler tant en anglais qu’en  français ;

·           Un meneur d'équipe avec de aptitudes inter-personnelles  interpersonnelles, qualités prouvées de leadership  et capable de communiquer avec une audience  interne et externe diversifiée ;

·          Connaissance en informatique et aptitudes à travailler avec les logiciels courants

Richard Spear has been appointed Director for Wales at the adult learning organisation NIACE Dysgu Cymru.  Mr Spear joins NIACE Dysgu Cymru from the position as Head of Programme Funding within the Welsh Assembly Government, a post he held for more than five years. 

Mr Spear, aged 34, originally from Aberdare, has worked in education for the last 10 years through various funding and policy posts with the Higher Education funding Council for Wales (HEFCW), the Further Education Funding Councils for Wales (FEFCW), ELWa and the Welsh Assembly Government (WAG).

NIACE Dysgu Cymru is the organisation behind the annual staging of programmes across Wales such as Adult Learners’ Week, the Inspire Awards and the Sign Up Season.

In his previous role, Mr Spear, who was educated at Aberdare Boys Comprehensive and the University if Bath, was responsible for annual budgets in excess of £500m. In addition to the core funding for post-16 education and training in Wales, except Higher Education, he was also responsible for specialist areas such as European funding, special educational needs and property.

Recently he led a £300m strategic project to secure high quality Work Based Learning provision in Wales for the period 2007-2010.

Mr Spear, who lives in Gwaelod-y-Garth, said: “I very much look forward to joining the successful team at NIACE Dysgu Cymru and building on their tremendous achievements, as highlighted by the recent independent study commissioned by the Welsh Assembly Government.”

He continued, “At a time when the population is ageing, the role of NIACE Dysgu Cymru in promoting adult learning is critical if Wales is to achieve economic and social prosperity.” 

Mr Spear has also been warmly welcomed by Alan Tuckett, Director of NIACE for England and Wales.

Mr Tuckett said: “I am delighted that Richard has joined NIACE to lead its work in Wales. NIACE Dysgu Cymru has, for more than twenty years, supported the interests of adult learning in Wales.”

“Never has there been a greater need for adult learning in Wales – both for the economic prosperity of the country, and for community development and personal fulfilment. I am confident that Richard will lead that work with as much flair as he brought to his work for the Welsh Assembly Government.”

7.- Extremadura finalist of the “Premio Chris Nicol de Software Libre 2007” - “Chris Nicol FOSS Prize 2007”

Extremadura's Plan of Tecnological Literacy and Free Software (PAT) is one of the finalists of the Chris Nicol FOSS (Free and Open Source Software) prize 2007, which was offered by the “Association for Progressive Communications (APC)”.

 

Extremadura and six other nominated initiatives from the United States, Argentina, South Corea, Brasil and Nepal are the last participants of the Chris Nicol FOSS prize 2007. The PAT is the project wich represents our region in this international contest.

 

The PAT focusses it's participation on it's project: “Nuevos Centros de Conocimiento” - “New Centres of Knowledge” which aims to activate the use of tecnologies by adults. It's about including citizens into the Society of Information - especially those who run the risk to be excluded from society – all by using the tools of free software.

 

The Chris Nicol FOSS prize, by APC, awards initiatives which help people to use free software. The award adresses individuals or groups who want to turn free software into an accessible instrument for everybody who uses a computer.

 

Chris Nicol was a member of the APC community from the late 1990s until his untimely death on 29 August 2005; he believed that computers and the internet should be used for making the world a better place.

In his honour and memory APC launched the APC Chris Nicol FOSS Prize. The biennal $4.000 USD prize will commemorate his life and work.

 

The Association for Progressive Communications (APC) is an international network of civil society organisations dedicated to empowering and supporting groups and individuals working for peace, human rights, development and protection of the environment, through the strategic use of information and communication technologies (ICTs), including the internet.

 

The New Centres of Knowledge in Extremadura are a cost-free program that is co-financed by the European Social Fund and the Second Vice-Presidency of the regional Ministry of Economy, Comercial and Innovation of the Gouvernment of Extremadura, and that is managed by the Association of the Popular Universities in Extremadura (AUPEX).

As announced in late July, NGLS is launching an online consultation on the Draft Guiding Principles on Extreme Poverty and Human Rights today.  These Principles were produced by an expert working group under the former UN Sub Commission on the Promotion and Protection of Human Rights (SCHR) in Geneva and released on 11 September 2006. In response to Human Rights Council Resolution 2/2 Human Rights and Extreme Poverty , adopted at its second session on 27 November 2006, the Office of the High Commissioner for Human Rights (OHCHR) is conducting a consultation with all stakeholders to get feedback on the draft principles.

In order to facilitate the response of civil society to this consultation, NGLS in collaboration with OHCHR and NGO partners is conducting an online consultation that will run from 20 August to 20 September, 2007.

To participate in the consultation click on the following link, follow the instructions and answer the questions online. The questionnaire consists of four short questions that focus on the Draft Guiding Principles and which give you an opportunity to provide your views on how the document and its implementation could be strengthened. Following the conclusion of the consultation a report will be prepared and submitted to the OHCHR and disseminated to relevant stakeholders.

Human Rights Council Resolution 2/2 requested the OHCHR to circulate the draft guiding principles, in order to obtain the views of States, relevant United Nations agencies, intergovernmental organisations, United Nations treaties bodies, special procedures including the independent expert on the question of human rights and extreme poverty, national human rights institutions, non-governmental organisations, especially those in which people in situations of extreme poverty express their views, and other relevant stakeholders, and to report to the Council at is seventh session.

The Draft Guiding Principles on Extreme Poverty and Human Rights were developed over a five year period to formulate rules of action to put an end to extreme poverty and realize human rights for all, including the poorest of the poor. The process started with an expert seminar in 2001, and continued with regional seminars aimed at getting the views of people living in poverty. It culminated in the presentation of the document in late 2006.

It should be noted that the Draft Guiding Principles refer to poverty as a human condition characterized by sustained or chronic deprivation of resources, capabilities, choices, security and power necessary for the enjoyment of an adequate standard of living and other civil, cultural, economic, political and social rights.

Consultation en ligne de la société civile sur le Projet des principes directeurs sur les droits de l homme et l extrême pauvreté

Chères et chers collègues,

Conformément à ce qui vous a été annoncé fin juillet, le Service de liaison non gouvernemental des Nations Unies (SLNG) lance une consultation en ligne de la société civile sur le Projet des principes directeurs sur les droits de l homme et l extrême pauvreté adopté à Genève le 11 septembre 2006 par un groupe de travail d experts de la Sous-Commission de la promotion et de la protection des droits de l homme.
En réponse à la résolution 2/2 du Conseil des droits de l homme : « Les droits de l homme et l extrême pauvreté », adoptée lors de sa deuxième session le 27 novembre 2006, le Haut Commissariat des Nations Unies aux droits de l homme ouvre une consultation auprès de toutes les parties prenantes sur le Projet des principes directeurs.
Afin de coordonner les réponses de la société civile, et en coopération avec le HCDH et des partenaires non gouvernementaux, le SLNG ouvre une consultation en ligne du 20 août au 20 septembre 2007.

Le questionnaire se compose de quatre questions qui traitent du Projet des principes directeurs ainsi que des moyens de renforcer sa mise en uvre. Suite à cette consultation un rapport de synthèse sera rédigé et soumis au Haut Commissariat des Nations Unies aux droits de l homme, ainsi qu aux parties prenantes intéressées.

Rappels sur le Projet des principes directeurs:
Dans la résolution 2/2, le Conseil des droits de l homme «  demande au Haut Commissariat des Nations Unies aux droits de l homme de diffuser ce Projet de principes directeurs afin d obtenir les vues des États, des organismes des Nations Unies concernés, des organisations intergouvernementales, des organes conventionnels des Nations Unies, des procédures spéciales, notamment l expert indépendant sur la question des droits de l homme et de l extrême pauvreté, des institutions nationales de défense des droits de l homme, des organisations non gouvernementales, en particulier celles où les personnes en situation d extrême pauvreté expriment leurs vues, et des autres parties prenantes concernées et de faire rapport au Conseil à sa septième session ». Le Projet des principes directeurs sur les droits de l homme et l extrême pauvreté a été développé sur cinq ans dans l optique de formuler des principes d action concrets qui puissent mettre fin à la pauvreté et qui reconnaissent des droits humains pour tous, dont les personnes les plus démunies. Un séminaire d experts en 2001, suivi de séminaires régionaux, ont ainsi permis aux personnes vivant dans la pauvreté de participer au processus, jusqu'à la soumission d un document fin 2006.

Il est important de préciser que le Projet des principes directeurs entend par pauvreté « la condition dans laquelle se trouve un être humain qui est privé de manière durable ou chronique des ressources, des moyens, des choix, de la sécurité et du pouvoir nécessaires pour jouir d un niveau de vie suffisant et d autres droits civils, culturels, économiques, politiques et sociaux ».
