ICAE MEMBERSHIP – GUIDELINES FOR APPLICATION

 

We are pleased that you are considering applying for ICAE membership!

 

Our mission is: is “to promote lifelong learning as a necessary component for people to contribute creatively to their communities and to live in independent and democratic societies. Adult and lifelong learning are deeply linked to social, economic and political justice; equality of gender relations; the universal right to learn; living in harmony with the environment; respect for human rights; recognition of cultural diversity; peace; and the active involvement of women and men in decisions affecting their lives.”

 

What follows is a guide for applicants, to help you identify which kind of membership to apply for and to help us reviewing your application.

 

How to Apply

Choose one of the categories (listed below) you wish to apply for. Fill in a Membership Application Form and submit it together with a copy of your Constitution, a detailed description of your work on adult education and lifelong learning, last annual report of your organization, and other relevant documents including publications. Documents should be sent in English.

The ICAE Executive Committee reviews all applications for membership, so you should hear from us in around 2 months, maximum.

All members of ICAE agree to adhere to the Aims and Objects and other provisions of the Council's Constitution.

 

Applicants should have the capability and willingness to communicate with and relate to a significant and identifiable number of relevant organizations in their respective regions. Likewise, they have the capability and willingness to report to the Council on significant relevant developments in their respective regions.

Membership Categories

·         Regional (Voting)

 

Those organizations that are primarily concerned with the education of adults, where regional implies a grouping of countries with certain geographical or cultural linkages.

 

These organizations are either aggregations or cooperative groupings from more than one country of existing national or district or local organizations concerned with the education of adults, drawn together for mutual support and development, or that their primary aim is to foster the development, where such do not exist, of national, district and local organizations for the education of adults, in their constituent countries.

 

·         National (Voting)

 

Those organizations that are primarily concerned on the education of adults. They should be truly national in scope and range of activities. A country may have more than one national organization as a Member of the Council.

 

·         Sectoral (Voting)

 

Either an international grouping of similar organizations and/or individuals offering education to adults, and/or an international grouping of organizations and/or individuals concerned with offering education to adults through particular modes or media. These organizations should be truly international in scope and range of activities.

 

·         Associate (Non-voting)

 

Those organizations and institutions such as libraries, universities, and adult education associations which are other than non-governmental organizations engaged in development work through adult education. A country may have more than one non-voting associate organization as Member of the Council. Associate members may participate in all discussions and debates of the General Assembly, but shall not have the right to vote in their capacity as such.

 

·         Friends (Non-voting)

 

Individuals from around the world that want to support the work of the Council by giving donations.

For a yearly donation of US$100 or more, friends will receive the quarterly journal Convergence, and other publications produced by the Council. Charitable receipts are issued for all contributors from Canadian addresses. The category of Individual members who, because of particular relevant knowledge and experience, may be invited into Council membership by the Executive Committee for periods of time to be determined by the Executive Committee.

 

Dues Payment

 

The annual membership fee for regional, national, sectoral and associate members is:

 

USD 600 for Organizations with annual turnover of USD 1.000.000 or above

 

USD 150 for Organizations with annual turnover of less than USD 1.000.000

 

Friends do not pay the membership fee but give donations to the ICAE.

 

Regional, National, Sectoral (voting members) and Associate (non-voting members) are required to:

 

·         pay their annual membership fee. Only voting members (regional, national and sectoral)

who are in good standing, i.e. have paid their dues up-to-date, will be allowed to vote.

 

·         designate a representative who will be responsible for nominating and electing the members of the

ICAE Executive Committee at the General Assembly.



All members are expected to:

 

·         actively participate in ICAE's activities

·         share their expertise and knowledge with ICAE

·         provide the Secretariat with news about their activities and events within their region

 

All members will be included in ICAE's database and will receive copies of Convergence (journal), Annual Report, and the Council's regular information mailings free of charge as well as the weekly electronic bulletin, Voices Rising. Profiles of members and news about their activities and events will be published in ICAE members' homepage. To enable the effective flow of information, members are requested to send regularly to the Secretariat copies of their journals, newsletters, reports, profiles, changes in addresses and contacts, and other relevant information.
