PROGRAMME I: THE RIGHT TO EDUCATION AND LIFELONG LEARNING IN THE NEW GLOBAL SOCIAL AGENDA
General objective: Draw the attention and promote action of decision-makers and the public opinion on the right to learn of women and men, at national and global levels, through a policy of advocacy, while highlighting the key role of alternative adult education and lifelong learning in the new global social agenda
Strategy 1: Poverty eradication and adult education: agreements with civil society organizations, networks and cooperation

Create an international space for the exchange and analysis of new trends and experiences of Young and Adult Education within the framework of a strategy of poverty eradication. Organization of International Seminars. The first one  to be held in  Uruguay, June  2006, in coordination with the Education Bureau of the Ministry of  Education and Culture of Uruguay and with the participation of experts from different regions to discuss and exchange new visions and concrete experiences on Young and Adult Education Identification of learning strategies according to the new learning needs emerging from the present global context.  X X X
  Preparation of work documents for the Seminar, done by experts, from the differnt perspectives in terms of: concepts, practices and regions. Publication of seminar proposals. X X X
Promote reflection on  the relationship between state and civil society in the design and implementation of educational policies for a full citizenship through the development of  pilot projects in south regions, linking education  for   inclusion and social development Support the development of knowledge centers for technological literacy, and capacity -building and training of community leaders, in unfavorable socio-economic contexts,  in Latin America, Asia and Africa  Identification of existing centers and promotion of new ones.                                                                      Exchanging specific innovative experiences among ICAE's members and networks                                                                          X X X

Continue leading the creation of aggregate groups in the WSF per thematic axis, integrating regional perspectives and different issues in order to facilitate common follow-up strategies and actions: Polycentric Forums 2006 and World Social Forum 2007 in Kenya, as well as the one to be held in 2008. Promote or contibute to the emergence of alliances among civil society organizations and the world education mvement. X X X
  Constitution of the WSF African  Facilitating Group 2007 Involvement of ICAE and education networks in the preparatory process towards WSF in Africa 2007 X X  
  Organization and coordination of  seminars and workshops in regional forums and in World Social Forum, each year. The following issues will be addressed in 2006 Polycentric Forums: “Education and Citizenship: for the Right to Quality Public Services for All"  - "Education and Privatizations”  - "Gender perspectives on MDGs:  HIV/AIDS, literacy and women's empowerment".   World Education Forum (WEF)        
  Co-organize activities in the World Education Forum with education networks and the Popular University of the Social Movements (PUSM) and/or Networks of Knowledge within the framework of the World Social Forums.   Popular University of Social Movements: Global Network of Knowledge for Transformative Action.         
Support the development and implementation of  the Popular University of Social Movements aimed at the elaboration of knowledge to bridge the gap between theory and practice, searching for a systematic encounter  between those who are mainly devoted to social transformation and those who are mainly devoted to theoretical production.  Active participation as members of the Technical Secretariat of the Popular University of Social Movements. Contribute to the design and development of the new cultural translation model of the Popular University of Social Movements Co-organization of workshops: A dialogue between  peoples of the South, to put the cultural translation model in motion and test it, taking as a pilot initiative for 2006 the dialogue between SADC and Mercosur Share the new cultural translation model with ICAE  members and adult educators' movement.   WTO and International Gender and Trade Network         
Develop skills that enable ICAE network to follow the global scenarios on special issues which may have impacts on the right to learn of young and adults.
