1. Why CONFINTEA VI?

The central way for UNESCO to recognize adult education overtly and officially with Members States and the other UN organizations is the organization, every 12 years since 1949, of an international meeting on Adult education where all Member States have to report on the state of adult education in their country and have to commit themselves to a plan of action, where the WHO, FAO, UNFDP, WB, UNFPA, UNEP are called upon to report where the NGOs and historically ICAE has been able to advance key proposals like the Right to Learn Declaration of 1985, the recognition of key new issues in Hamburg (gender, the diversity of literacy to respect cultural differences, the recognition of literacy as a right, etc.
Now there is a real danger, without competent and strong advocacy, and, without explaining to all the relevance of CONFINTEA, that either UNESCO will not convene the next 2009 Conference or that they will not give the specialized institute, the UIE, the resources and time required to start now preparing this conference with Members States and the NGO (in particular ICAE)
There is, then, a high risk that this CONFINTEA VI, convened at the last minute (if ever convened) will become a failure and than give the conservative the constructed proof (self fulfilling prophecy):

We, ICAE in 2002 have demonstrated clearly the need for advocacy within to advance the case of discrimination in relation with the right of all people to learn, our right of us all to develop continuously our competence, our capacity to act and react, as well as to speak, our right to live our dignity as intelligent people that we all are.
We, ICAEs networks, need this global theater and what it represents to defend the right of education for all and all ages.
We, ICAE, need to have this space to achieve the adoption by the international community of a new Millenium goal statement that finally will include the right of adults as well as of children.
We need this process as a unique momentum for our advocacy work.
We, after our 2007 Assembly, could offer to the advocacy skills, that we will have had developed and enhanced by then through IALLA and other activities, an opportunity space for _expression and visible action.

How Does Change Happen?
From October 27-30, up to two thousand women's rights activists, academics, policy makers and students will converge upon Bangkok for the most highly anticipated international meeting for women's rights of the year. After Beijing +10, the G8 Summit and the UN World Summit, the AWID Forum is a chance for activists to finally gather together on OUR terms, to set our own agenda, and to be push forward on our global movement towards change.
Those who attended the Guadalajara Forum in 2002 already know that the AWID Forum is an unprecedented opportunity to meet some of the best minds, the most progressive organisations, and the most successful changemakers in women's rights and development in the world today. Learning and developing strategies to increase funding for women's rights
A major highlight of this Forum will be the launch of AWID's highly anticipated action-research, "Where's the Money for Women's Rights?" This insightful and sometimes surprising report will set out a framework for understanding the current funding climate. An evening plenary - featuring Sylvia Borren of the Dutch Oxfam Novib, Abby Disney of the Daphne Foundation, Maria Eitel of the Nike Foundation and Kavita Ramdas of the Global Fund for Women - will also start the discussions amongst donors and women's organizations about how best to leverage more financial resources for the critical work done by women's groups around the world.
Over 170 content-rich sessions to attend
Participants will be able to feast from hundreds of carefully selected thought-provoking debates, cutting-edge workshops and practical skillsbuilding sessions. From sessions that explore how feminist economics have contributed to real change to the pitfalls of coalition building, from what we've learned regarding strategies to end trafficking.

Special visa arrangements for Forum delegates
Depending on where you live in the world, getting a visa for Thailand can take time. To assist delegates who require visas, AWID and the Thai Ministry of Foreign Affairs are collaborating on a visa processing system to expedite the process.
Next week, a 'Visa document' will be going out to all registered Forum delegates with information about these special visa procedures. In the meantime, delegates who require visas but have not yet submitted their passport information to AWID should contact lejla@awid.org with their passport information as soon as possible, as this information is required by the Thai Foreign Ministry to assist with visas.

4. Personnel recruitment for the project "Strengthening governance with a gender perspective and the political participation of women at the local level"
The United Nations International Research and Training Institute for the Advancement of Women (INSTRAW) together with the Spanish Agency for International Development Cooperation (AECI) is in the process of recruiting personnel for the project "Strengthening governance with a gender perspective and the political participation of women at the local level". The tentative start date for the implementation of the project is the end of December 2005/beginning of January 2006.
