1.- WORLD SOCIAL FORUM - PORTO ALEGRE 2005

In 2005 World Social Forum, ICAE will simultaneously work in different terrains or thematic axes, composing spaces of reflection and exchange that shall create new processes of collective action.


"Human Rights and Dignity for a Just and Egalitarian World"

World Social Forum shall be the space where joint future actions for the right to learn, education for inclusion throughout life and for poverty eradication, will be defined.  ICAE has promoted an aggregate composed by Action Aid, Açao Educativa (Education Action), Campanha Nacional pelo Direito a Educaçao (National Campaign for the Right to Education), CEAAL, GEO, Global Campaign for Education, NIACE, PALAAE, PAMOJA, REPEM and WICEJ. We have agreed to work on the "Human Rights and Dignity for a Just and Egalitarian World" terrain. Within this context we have organized a 2 Module Seminar big panel on the right to Education and poverty eradication:

"Education and Citizenship: for the right to quality public services for all", and a Campaign "Education for inclusion: for active citizenship” where we will distribute interesting, colourful and catchy material throughout the days of the campaign. We will walk around the different spaces throughout the whole WSF because, this time, we want to place Education at the very heart of the Forum. The idea is to give great visibility to education and make a lively, colorful and joyful event where everyone will recognize this great education block.


At the same time, it was agreed to join other Campaigns such as the Day of the Campaign against Poverty.


"Autonomous thought, reappropriation and socialization of knowledge and technologies"

Within this terrain, a workshop has been registered, focused on the proposal of the Popular University of social movements and/or knowledge networks. This activity is promoted by the group of convenors formed by:  EURALAT (Euro-Latin American Observatory of  Democracy and Social Development), IBASE from Brazil, ICAE, Long Live Citizenship Corporation from Colombia, Paulo Freire Institute,Colombian Federation of Educators (ECODE), National Pedagogic University of Colombia, Latin American Council of Adult Education (CEDAL), Alforja Popular Education Group, Complutense University of Madrid, Center of Social Studies of the University of  Coimbra, and Region Corporation.

Furthermore, ICAE will participate in the activities registered under the following terrain: Towards construction of international democratic order and peoples integration, where the issue of the future of the UN and the International Institutions will be addressed. These activities are promoted by some organisations and networks of the World Social Forum International Council: the Peace Round Table, Assembly of the Peoples UN, Ibase, InterPress Service, Euralat, Cives (
Brazil), Attac Brazil, Conseau, Cadtm (Belgium), Social Watch, Ideas (Spain), Ubuntu. This group has been working along 2004 in a sequence of instances for reflection, which began in September in Barcelona, and continued in Padua in November; there will be a third instance in Porto Alegre, at the Word Social Forum 2005

The seminar that shall be held in next WSF is "Reclaim Our UN: International Seminar on the future of the UN and the International Institutions / Agenda 2005 for an international, just, peaceful and democratic order". The seminar will be the continuation of the
Padua debate, on the objectives and plan of action for the 2005 mobilisation on the reform of the UN and International Institutions.

Water:
Uruguay's experience - Adriana Marquisio, Union of Workers from the State Water Organization. It is considered to be the first experience in the world, where water service is incorporated into the constitution. The added value is that these workers learnt at WSF about all the difficulties inherent to this service, and, thus, promoted the referendum.

V  WORLD SOCIAL FORUM

Popular University of Social Movements and/or Network of Knowledge

Terrain: Autonomous thought, reappropriation and socialization of knowledge and technologies.

Presentation

The terrain Autonomous thought, reappropriation and socialization of knowledge and techonologies, is vast and we only intend to develop an initiative that emerged at the Forum and in some networks that form part of it.

This proposal tries to exchange with similar ones, we, convenors, are ready to articulate and to establish  fruitful dialogue.

The World Social Forum process,  Porto Alegre (Brasil, 2003) and Mumbai in 2004, the Thematic World Social Forum of Cartagena (Colombia, 2003), gradually strengthens the idea of creating a new initiative, a university and/or network of knowledge particularly linked to social movements, that enables an adequate theoretical “translation” while the existing gaps in theory and the difficulty to analytically systematize the experiences, are serious obstacles to visualize scenarios and alternatives of social transformation in the middle and long term.

Such initiative started to be conceived with the breaking of the elitist and academic tradition in social research, with the purpose of making the WSF produce its own theory; appreciate the knowledge of actors and organizations from the different sectors; articulate sectors based on the premise that all can teach and all can learn; have a program accountable for the ongoing debates of the movement; and, at first, it would work in an empirical way, in partnership with latin american universities.

These inputs are based on the belief that discussions and actions for a new solidarity globalization must move on to other stages of elaboration, but, above all, we must systematize the experience and advance in the intercultural dialogue and start educational actions with leaders and activists of the alterglobalization movement.

At the core of the argument that tries to justify the proposal of a university or network of knowledge, there are two remarkable grounds: (1) the need to move forward on the elaboration of knowledge that tries to bridge the gap between theory and practice, searching for a systematic meeting of those who are mainly devoted to social transformation and those who are mainly devoted to theoretical production. (2) A space to train activists and leaders of social movements and social scientists/intellectuals devoted to study the social transformation in this era of neoliberal globalization, is required.

Finally, we propose the creation of a quick and simple form to request those who attend this space, to suggest how systematization and cultural translation, etc. can be advanced; in addition to the rest of the issues to be dealt with by this proposal.

We must remember that within the framework of the V WSF, work meetings will be held every day from 5:00 to 8:00 p.m., between most networks and people, so as to be able to move forward in the definitions, agreements and the steps taken to implement them.

We are happy to report that students from 57 countries are now eligible to attend the Summer Institute under the NUFFIC scholarship program for short courses. This highly specialised programme is for advanced students, primarily Ph.D. and MA students in the socio-cultural sciences and professionals working for NGO's.
The institute was founded in 1995 since then students from more than thirty countries have participated in our courses. Nearly a quarter of the participants have been professionals working for NGO's. The other participants came from such diverse educational backgrounds as the social sciences (anthropology, sociology), psychology, women's studies, history, public health and human sexuality studies. Statements of former students can be found on the website.
We expect a 2005 class of approximately 25-30 students. The Institute's classes are intensive small group seminars, with discussions, lectures and guest lectures by prominent people in the field.

The Gender Unit (GU) and the Regional office for Latin America and the Caribbean (LACRO) of IDRC seek applications from qualified graduates for a Professional Development Award beginning in April 2005. 
 
The Research Associate, based in LACRO, will assist the Gender Unit Coordinator and the Regional Director in the preparation of the third phase of the Gender and Decentralization GU Research Competition on Gender and Decentralization, to take place in
Latin America and the Caribbean
 
This will involve researching and writing a background issues paper, advising IDRC on key themes for the competition, as well as on possible devolution of its management.  Further, the Research Associate will be involved in facilitating comparative work on gender and decentralization, using early research findings emerging from Phase I (in Sub-Saharan Africa). 
 
Secondly, the Research Associate will assist LACRO and the GU in program development on gender in the region, particularly focusing on questions of gender justice, citizenship, governance, and gender mainstreaming.  Other duties will involve assisting with project and partnership development on gender in the region. 
 
Finally, the Research Associate will be called upon to assist with the overall work of the Gender Unit and of LACRO, which could include but is not limited to: participation in team meetings; research tasks to locate, review and synthesize relevant material; preparation of state of the art reviews; preparation of correspondence; writing and editing of various documents; liaison with other parts of the Centre; and assistance with the organization of meetings, workshops and seminars, arrangements for visitors and the preparation of minutes and reports.
 
This position is open to citizens (and permanent residents) of
Canada and of countries of Latin America and the Caribbean.  Applicants should have recently completed their PhD or be enrolled in a PhD program, with course work completed, in a social science discipline.  They should have knowledge and experience in the fields of development, gender and governance/citizenship, and ideally have conducted work on decentralization reforms in developing countries.  The position requires fluency in English and in either Spanish or Portuguese, with French as an asset.  Working experience in developing countries is preferred.  The position will require the selected candidate to travel internationally.
 
The duration of the award is one year.  Stipend is in the range of $42,620 to $44,751, depending on academic qualifications and experience.
