LOGICAL AND INSTITUTIONAL FRAMEWORK OF ICAE

GLOBAL PROGRAMME I: THE RIGHT TO EDUCATION AND LIFELONG LEARNING IN THE NEW GLOBAL SOCIAL AGENDA

General objective: Draw the attention and action of the decision-makers and public opinion on the right to learn of women and men at national and global levels through a strong policy of advocacy, while highlighting the key role of alternative adult education and lifelong learning in the new global social agenda.

Strategy Nº 1: CITIZEN WATCH ON THE RIGHT TO EDUCATION

As long as civil society monitors the accomplishment of the agreements signed by the governments at the different UN Conferences, the probabilities for accomplishment will increase.

In a globalized world, civil society must prepare itself for a global, local and pluridimensional citizenship.

The global and national networks are a privileged tool for the promotion of this citizen proposal

The existence of a consolidated group of experts allows for a greater capacity of influence and advocacy

To follow up the implementation commitments made in CONFINTEA on the right to learn of men and women  and of EFA goals by undertaking by  the “World Shadow Report” initiative

To disseminate the results at national and global level in order to promote the preparatory process towards CONFINTEA+6

To consolidate a specialized  international working group for the development of the Citizen Watch on the Right to Education

To form an international working group on Education for Sustainable Development

To develop skills that enable the ICAE network to follow the global scenarios on special issues which may have impacts on the right to learn of adults.

To elaborate a Global Report in English, Spanish and French

To disseminate the results of the 18 National Reports in the countries where the studies were conducted

To invite the researchers and participants of the Shadow Report team, the Global Advocacy Guide Team, Gender and Educacion Office team, and other experts to be active members of the Citizen Watch on the Right to Education

Strategy Nº2: THE RIGHT TO EDUCATION WITHOUT DISCRIMINATION: A GENDER PERSPECTIVEKEY ASSUMPTION

Gender discrimination affects half the world population. In order to change and prevent this situation, a new education is necessary that promotes gender justice

Learning for human solidarity  entails the integration of an educational perspective that considers the diverse identities we embody.

Contribute to a gender mainstreaming of ICAE´s structure, programs and ongoing projects

To promote the formation of new leaders for GEO, particularly in Africa and Asia

To strengthen GEO positioning at global level and gender analysis in all spaces

One of a global network's functions is connecting people's needs at local level with the global level, and carry out advocacy actions in order that global decisions be accomplished at local level.

In order to influence on the global decisions from a democratic perspective, global networks must count on formed persons at all levels and have tools for a good advocacy work.

To develop capacity building within ICAE’s membership towards a more efficient  advocacy work at all levels

To develop, create and disseminate different advocacy tools, at national and global levels.

To give visibility, sensitize and raise public awareness on the violation to the Right to Education

To promote the realization of campaigns for the right to learn throughout life, such as the Adult Learning Week and the ICAE Campaign launched in Porto Alegre

GLOBAL PROGRAMME II : FUNCTIONING AS A LEARNING SYSTEM NETWORK: LEARNING AND UNLEARNING. 

General Objective: To increase the capacity of the ICAE as a learning system network through the generation of new networking modalities and methodologies, and learn collectively, within the framework of the promotion of facilitating learning contexts.

Strategy Nº 2:  GENERATING SYNERGIES WITH OTHER ACTORS

Linkage with other actors promoting active citizenship participation in different areas of activities empowers the Adult education movement.

To invite diverse actors (new and old social movements, trade unions, multilateral agencies, University research groups, local governments, national and global networks) in order to learn from others, put ideas in common, and coordinate efforts to deepen our knowledge about educational related matters in a world marked by “a sense of uncertainties”

General Objective:

To achieve a greater visibility and recognition as a global network that aims at assisting and cooperating with other networks and actors that work towards a new world, while thinking and acting at national, regional and global levels.

To develop ICAE as a learning space

To develop the capacity building of ICAE through leadership strengthening and training in ICAE working regions, while invigorating ICAE national members and promoting their incorporation into the ongoing programs and projects.

The Workspace has suffered accelerated and deep changes and therefore there is a need to   reflect on the nature of the learning opportunities emerging now from this new and modified workspaces

To study how transformation in workspaces generate a differential impact on workers’ conditions and their families on the basis of gender and age
