PROGRAMME III: CAPACITY BUILDING AND PARTNERSHIP CONSOLIDATION
General objectives: To achieve a greater visibility and recognition as a global network that aims at assisting and cooperating with other networks and actors that work towards a new world, while thinking and acting at national, regional and global levels. To increase ICAE's capacity building, invigorating ICAE national and regional members while promoting their incorporation into the ongoing programs and projects
Strategy 1:  Developing ICAE as a global learning space

Continue strengthening ICAE through the preparatory process of its World General Assembly	Organize a virtual seminar by the beginning of 2006 with the participation of all ICAE members on the role of networks in the current global context and the challenges for ICAE. Strengthen the links with the regional bodies and the national members, and agree common actions with international cooperation agencies.	Define a concrete proposal  with our members and other relevant actors, for action-oriented  alternatives, to move forward some key issues such as: learning divide, adult education and poverty reduction, and aid/financing for adult education.
