PROGRAMME II: FUNCTIONING AS A LEARNING SYSTEM NETWORK: LEARNING AND UNLEARNING
General objective: To increase the capacity of ICAE as a learning system network through the generation of new networking modalities and methodologies, and learn collectively within the framework of the promotion of enabling learning contexts. 
Strategy 1: Gender perspective and education for inclusion: developing a systematic interlinkage analysis between poverty eradication, health, adult literacy and gender

To strengthen GEO positioning and gender analysis in all global spaces such as UN Conferences (Confintea, EFA and MDGs) and World Social Forums.  Organization by GEO of activities related to the Education for Inclusion Campaign during the World Social Forum, the World Education Forum. and Confintea 2009.    Implementation of campaigns in global spaces, highlighting the gender dimension  X X X
  GEO’s participation in the Convenors Group of the Feminist Dialogue (main feminist space that takes place previously to World Social Forum).   Highlight adult education as a tool for women's empowerment X X X
Develop a comprehensive and systematic approach of interlinkage and intersectionality on all forms of discrimination such as gender, race, povety, migrants, ethnicity. Organize an interregional Virtual Seminar for collective reflection  on the interlinkage perspective Implement an open virtual seminar, in english and spanish, with the participation of all GEO and ICAE members.   X  
Promote the discussion, exchange and reflection of educational proposals and experiences on HIV/AIDS from a gender perspective  Organization of a five-day seminar for African educators and health workers (in a Southern African city yet to be determined) about education proposals for the prevention and treatment of HIV/AIDS. It will be based on succesful African and Brazilian experiences.  Share succesful experiences in the prevention and reduction of HIV/AIDS.  X    
  Elaborate a Position Document with the aspects addressed in the above mentioned Seminar, highlighting the educational dimension as a strategic one for the prevention and treatment of HIV/AIDS. Dissemination of the information on education and HIV/AIDS through manifestos, flyers,  and other means. X    
  Evaluate the seminar results and elaborate  an interregional project on gender, education and HIV/AIDS to be implemented  from 2007 onwards Design and put in motion the interregional project  X X X

Strategy 2:  Organization and implementation of IALLA III, IV and V

To support the emergence of a new leadership  committed and trained to work as a global team, to secure the regeneration of ICAE, in particular, and the movements for lifelong learning in general, through and annual residential programme for adult learning. Organize, every year,  an intensive three-week course. For 2006 IALLA III shall take place in a country of the global south. 25 new leaders trained, each year, in global teamwork and advocacy on lifelong learning X X X
  Dissemination of the call for applications, fundraising for scholarships and selection of participants, through ICAE's Secretariat and its regional and national members. Ensure that all ICAE national and regional members receive the information and enable the participation through scholarships for those who meet the call for application requirements X X X
  Course implementation in coordination with our partner in the host country Participants sensitized on commonalities and diversity in their experience and working in groups and teams, at global level,making the case for the popular learning dimension for social action.                                                                     Participants with capacity to learn about different contexts and strategies for advocacy, and  relate them to their own experience, and to work together and  enjoy teamwork developed X X X
To generate a broader vision on adult education within the framework of human rights and active citizenship, developing linkages with the most important globalization issues that are currently affecting the world.
